I’m not as intimately familiar with the inner workings of the Renesis as I am with the 12A or 13B... but the old rotaries were the most fuel efficient at higher speeds. It’s all the stop and go of “normal” city driving that brings down the mileage. That’s one of the reasons that they made great race cars.
